Mr. John Olawale BIYA graduated from the University of Ibadan in June 1978 with a B. Sc. Honours Degree in Petroleum Engineering. He also obtained a Certificate in Petroleum Technology from the Petroleum Training Institute, Warri.

After his mandatory one-year NYSC programme with the Bonny Oil & Gas Industry, Port-Harcourt from 1978 to 1979, Mr. Wale Biya started his career with the Nigerian National Petroleum Corporation (NNPC) in August 1979 as a Petroleum Engineer. He later transferred his services to the Department of Petroleum Resources (DPR) upon its creation in 1988.

In the early part of his career, Mr. Biya worked in various areas of Petroleum Engineering and Geosciences including but not limited to: Wells/Reservoir Surveillance & Monitoring (including Technical Allowable Computation); Estimation, Documentation and Auditing of Oil and Gas Reserves; Evaluation & Management of Straddling Structures; Management of Reservoirs under various Pressure Maintenance Schemes; Evaluation of Drilling, Completion & Work-over/Repair Proposals; Evaluation of Field Development Programmes; Evaluation of Work Programmes of E & P Companies etc.

Over time, he earned promotions and became an Assistant Director & Operations Controller, Warri Zonal office of the DPR, with responsibilities for all Upstream, Downstream, Safety & Environment activities in the Western Zone.

Mr. Biya later became Deputy Director and Head, Upstream Monitoring & Regulations Division of the DPR with responsibilities for all upstream activities in the Country; a position he held till he retired in May 2011.

Mr. Biya had extensive technical and management training locally and overseas while in service and also had various practical on-the-job assignment with many E & P multinationals within and outside the country. He also served in many technical and non-technical ad-hoc committees and had the opportunity to act for the Director, DPR at some occasions when the Director was officially away from the office.

After his retirement in May 2011, Mr. Biya has been involved in consultancy services mainly in the upstream sector of the oil and gas industry.
